You can find the list of the countries with states on the States page of your store's Admin area:

X-Cart 5.5.x - Store Management > Localization > States
By default, there are 11 countries with states: Argentina, Brazil, Canada, China, India, Indonesia, Japan, Mexico, Thailand, the United Kingdom, and the United States.
If a store admin adds states to a country that does not have them by default, it will also be present in the list of countries with states.
Managing States Info
To manage states, a store admin should:
Locate a country with states on the States page of the Admin area and click on it to see the list of the states.
Hover a mouse on the name of a state to see the editable info blocks.
Add the necessary changes and save them by clicking the "Save changes" button.
Adding States to a Country
To add a new state to a country from the list, a store admin should:
Locate a country with states on the States page of the Admin area and click on it to see the list of the states.
Click Add states and fill in the information in the new blank fields.
Click Save changes to add the new state to the list.
Deleting States
To delete states, a store admin should:
Locate a country with states on the States page of the Admin area and click on it to see the list of the states.
Select the states to be deleted.
Click Delete at the bottom of the page.
