You can access the Storefront Builder using the Customize storefront button on the Design > Themes page.

After clicking the button, you're redirected to the Storefront Builder page.

The Builder allows you to:
switch between Layout settings and Theme settings,
choose the view you're working on (desktop, mobile or full screen),
choose the mode you're working on (Dark/Light).
