CARB stands for the California Air Resources Board. They regulate emissions for products sold in California and other states that adopt their standards, especially automotive parts.

Products that are intended to bypass emissions control systems or produce excessive pollution must be tested and certified by CARB for environmental impact.

Examples of such products include:

  • Aftermarket Exhaust systems 🚗💨

  • Air filters

  • Performance parts, like cold air intakes 🌀, that affect a vehicle’s ability to pass emissions tests

  • Any part that changes emissions systems and isn’t CARB-certified ♻️

Reasons to Integrate CARB Compliance in Your Store

Integrating CARB compliance into your store provides multiple benefits, including avoiding legal penalties and enhancing your brand's reputation.

Selling non-compliant products (without CARB certification) to California customers can lead to legal problems. To avoid this, label your products as non-CARB compliant. This will prevent California customers from purchasing them.

⚠️ You could face a fine of up to $10,000 for each day a non-compliant product on your website is available for purchase by California customers.

Managing CARB Compliance in Your X-Cart Store

CARB compliance in X-Cart is handled through several global product attributes, which you can manage in two ways:

What’s a Product Attribute?

It’s a feature of your product, like make, model, size, or material. Attributes help organize parts and make it easier for customers to filter products in your store. CARB-related attributes also help determine if parts meet emissions standards.

Importing CARB Attributes from Automotive Integrations

CARB-related attributes are automatically added when you import or update products from your data provider or warehouse distributor (e.g., Turn14, Keystone, or Premier).

Follow these steps to add CARB attributes to your products:

  1. Go to Catalog › Catalog Import.

  2. Scroll down to the Import Options section.

  3. In the Update subsection, select the fields you want to update. Ensure the Attributes box is checked .

  4. Click Save Changes to apply your settings.

After saving, switch to the Product Import tab and select the integration you'd like to use to download CARB information (e.g., Keystone).

📥 Click Re-import Brands to complete the process.

The import process may take some time, as it updates not only CARB attributes but all others provided by the chosen data provider.

Not All Integrations Support CARB Import

Currently, only Turn14, Keystone, or Premier can import these attributes.


Adding and Adjusting CARB Attributes in the Admin Area

You can manually manage CARB product attributes in your X-Cart Admin when adding new products or updating existing ones. To do that:

  1. Go to Catalog › Products.

  2. Use the search bar to find the product you need.

  3. Click the product’s name to open its details.

  4. Switch to the Attributes tab.

  5. At the top of the page, select the Global section.

  6. Scroll down to the Safety & Compliance section.

  7. Adjust the attributes as needed.

  8. Click Save Changes to apply your updates.

Which Attributes are Used for CARB Compliance?

X-Cart uses several attributes to help you track CARB compliance for each product.

While all of them are visible to customers on the product page, only three can prevent sales to California customers: Not CARB Approved, CARB Acknowledgment Required, and CARB EO Number.

The list below explains how each attribute works and the options you can choose.

Shows if you need to confirm the product meets CARB rules (e.g., catalytic converters require this).

For items which lack compliance information shows a warning on product and checkout pages.

Select: Yes, No, Empty (Not Specified)

Prop 65 Yes/No

The product contains chemicals that could cause cancer or harm (e.g., brake pads or sealants with asbestos).

Select: Yes, No, Empty (Not Specified)

CARB EO Number

Products approved by California emissions rules often have a CARB Executive Order number.

Text Field: e.g., D-550-22 (e.g. for air intake)

EPA

The product meets U.S. EPA rules (e.g., aftermarket air filters or fuel systems).

Select: Compliant, Testing, New Value (Enter a custom value)

Hazmat

The product contains hazardous materials (e.g., battery acid, used motor oil, or certain paints).

Select: Yes, No, Empty (Not Specified)

Hazmat by Air

The product needs special care to ship by air (e.g., lithium-ion batteries due to fire risk).

Select: Yes, No, Empty (Not Specified)

Hazmat by Ground

The product needs special care for ground shipping (e.g., gasoline or diesel fuel, which are flammable).

Select: Yes, No, Empty (Not Specified)


Selling Products Missing CARB Attributes

Some products maybe completely CARB-compliant, but lack CARB EO Number in their product data when imported, which can cause them to be blocked from sale.

You have two options to resolve this:

  1. Manually add the required CARB EO Number to these products (as shown earlier).

  2. Allow the sale of all products lacking CARB compliance.

Allowing the Sale of All Products Lacking CARB Compliance

You can control whether products missing CARB compliance information can be sold to California residents. This applies to products with CARB Acknowledgment Required set to YES but no CARB EO number, which serves as proof they passed emission tests.

Here's how to manage this setting:

  1. Go to Store › Cart & Checkout › General

  2. In General tab find Safety & Compliance Settings section.

  3. Enable Sell products missing CARB compliance info toggle

  4. Click Submit

When enabled, customers will see a specific warning on a checkout page, but will be able to purchase item no matter where they are located. When disabled customers in California won’t be able to complete the checkout process.


Customer Experience

X-Cart automatically shows warnings on the cart and checkout pages for products that don’t meet CARB standards or are missing required information. If the shipping address is in California, orders can’t be placed for non-compliant products.

How Do CARB Non-Compliant Products Appear in the Store?

If a customer adds an item to their cart with Not CARB Approved set to YES , they will see a warning label :

  • On each item in the product list.

  • On the product details page.

  • In the cart.

In most states, the label doesn’t stop purchases. Instead, it helps customers understand the product’s compliance status before ordering. They will see an explanation message as well:

NOT CARB legal: not for sale of street use in CA & CARB states

However, if the customer’s address is in California, they won’t be able to proceed past the shipping stage in checkout.

The Place Order button will be disabled, and a message will appear:

CARB restriction: Cart contains products that cannot ship to California

How do Products Missing CARB Information Appear in the Store?

Products that are CARB compliant but lack a CARB EO Number will also display a warning label . You’ll see it in:

  • On each item in the product list.

  • On the product details page.

  • In the cart.

The warning will say: "CARB compliance info missing."

Customers in most states can still buy these products, even without CARB info.

For customers in California, the ability to purchase these products depends on the Sell products missing CARB compliance info setting in your Admin area:

  • Toggle is enabled : Customers can buy the product without seeing a warning at checkout.

  • Toggle is disabled : A warning appears at checkout. Place Order button will be disabled. The message will say:

Your cart contains products that are typically evaluated by CARB for legality, but have no information about their CARB compliance, thus cannot be sold to California residents.

Where Customers Can See Other Compliance Data?

Customers can view all compliance-related attributes on the product page, under the Specifications tab, in the Safety & Compliance section.

If an attribute is left empty in Admin area, it won’t be displayed here.
